Suspension – expressly not annulment
Greece has a detailed reciprocal centre model: the agreement signed in 2001 and ratified in 2005 gives both centres legal capacity and places them under host-state law. After the Russian attack the culture ministry suspended state cooperation – but the minister stressed in parliament that this was suspension, not annulment. The house was still operating in 2026.

The minister drew the line herself
According to reports of her answer in parliament, culture minister Lina Mendoni stated on 14 March 2022 that the measure covered Russian state bodies and organisations financed or supported by the Russian state – and expressly that suspension was not annulment. The parliamentary record itself was not found; the statement rests on secondary reporting. Reading rule: “Open” means the statement is not documented in the public sources examined. It is not proof of the contrary. EU listing, national enforcement, political non-cooperation, treaty termination and actual closure of operations are assessed separately.

Legal basis
The centre agreement of 6 December 2001 is unusually detailed: it gives both centres legal capacity, places them under host-state law, permits non-profit chargeable services and governs personnel, taxes and premises.
Important for the question of status: diplomatic status does not arise automatically for the house as a whole, but at most for accredited management staff under Article 10. Whether the director or deputies were in fact accredited is open.
Domestic ratification by Law 3411/2005 is documented. International entry into force depends under Article 16 on the last written notification, whose date was not found. The two must not be equated.
Measures since 2022
From 28 February 2022 the culture ministry suspended state cooperation with Russian cultural organisations. The instruction is documented through contemporaneous media reporting; the original act was not found.
On 6 April 2022 Greece declared twelve Russian diplomats and consular officers personae non gratae. No involvement of house staff in that measure is evidenced.
Not found were: any termination of the law or agreement, any closure of the centre, and any measure specific to the centre concerning accounts or property. Whether the culture ministry later formally amended or lifted the 2022 non-cooperation is likewise open.
Assessment
A documented intermediate step
Greece documents an intermediate step often missing from the German debate: state cooperation was suspended without any closure of the centre or traceable termination of the treaty. The minister herself named that boundary explicitly.
For Germany the Greek provisions on host-state law, prior notification of activities, fees, taxes and ordinary termination are the most useful comparators – they show what a centre agreement can contain at all.
Also striking is the open question of entry into force: a centre can operate for two decades without the international entry into force of its status treaty being publicly demonstrable.
